Firearms Application and Registration System (FARS) Procedures

Application: Obtaining a Firearms Identification Card/Handgun Purchase Permits/Change of Address/Duplicate Card

• Go to the following website:www.njportal.com/NJSP/FARS

• Highland Park Police Department ORI # NJ0120700 (Please make sure it says Highland Park)

• You must come to the Highland Park Police Department to pay for your Initial FID Card and/or Handgun Purchase Permit. The cost is $50.00 for the FID Card and $25.00 for each handgun permit. Payment should be in a form of a check or money order made payable to the Highland Park Police Department.

• We will NOT begin processing your application until you have paid for the Initial Firearms Identification Card (FID) and/or Permit to Purchase a Handgun(s).

• The application may be completed using a smart phone, mobile device, laptop (preferred), or desktop computer (preferred). When completing the application, you will need the email address of two (2) reputable references. The references may be family members.

• Please advise your references that they will receive an email with the reference questions.

• First-time applicants have 45 days to get fingerprinted. No exceptions! If we do not receive your fingerprints within 45 days, your application will be withdrawn and you will have to reapply.

Application: Permit to Carry a Handgun (Initial)

• Go to the following website: www.njportal.com/NJSP/ConcealedCarry/

• You will need your SBI Number (# can be found on your Firearms Identification Card)

• Highland Park Police Department ORI # NJ0120700 (Please make sure it says Highland Park)

• Upload a recent photograph (On a light background including head and shoulders)

• One (1) training record completed within the past two (2) years, instructor name, and qualification date

• Personal information including Social Security Number and Driver’s License Number

• Background Information

• For Armored Car Applicants only: Please upload Employment Letter

• Contact information for four (4) non-family related references

• You must come to the Highland Park Police Department to pay for your Permit to Carry a Handgun Permit. The cost is $150.00 in the form of a check or money order made payable to the Highland Park Police Department.

• Again, we will NOT begin processing your application until you have paid for the Permit to Carry a Handgun

Application: Permit to Carry a Handgun (Renewal)

• Go to the following website: www.njportal.com/NJSP/ConcealedCarry/

• You will need your SBI Number, Last name and Date of Birth for validation

• One (1) training record completed within the past two (2) years, instructor name, and qualification date

• Any updates to Personal Information

• Upload a recent photograph (On a light background including head and shoulders)

• Background Information

• Any updates to Handgun Information

• You must come to the Highland Park Police Department to pay for your Permit to Carry a Handgun Permit. The cost is $150.00 in the form of a check or money order made payable to the Highland Park Police Department.

• Again, we will NOT begin processing your application until you have paid for the Permit to Carry a Handgun

**Some Important Notes: The Highland Park Police Department will have limited ability to correct any mistakes made in the application after you complete the application and hit the submit button; therefore, it is extremely important to carefully review the entire application before submitting it.

If you have lived outside the State of New Jersey in the last ten (10) years, please fill out Form SP-066 (Consent for Mental Health Records) and upload it to your application. The Form may be found at: https://nj.gov/njsp/firearms/pdf/sp-066.pdf

You will receive automated email updates throughout the application process. The online application is applicant driven. Please make sure that you have entered the best phone number and email for yourself and references.

After the background check is complete and the application has been approved, you will receive an email confirming the approval; therefore, please check your email daily including your Spam/Junk Folder. Everything is electronic; therefore, you will receive your FID Card and/or Handgun Permit(s), or Permit to Carry a Handgun via email.
