The Borough Clerk is entrusted with numerous and diverse duties under both State law and local ordinances. The Borough Clerk serves as:

  • Secretary to the Governing Body
  • Secretary to the Municipal Corporation
  • Election Administrator
  • Administrative and Licensing Officer

Licenses & Permits

The Borough Clerk’s Office issues various licenses and permits under state statutes and local ordinances. These include Business license, cat and dog license, garage sale permits, liquor license, taxi license and more.

Open Public Records Act

The Open Public Records Act (OPRA) is the State statue which governs the public's access to government records in New Jersey.

Specifically, OPRA is intended to:

  • Expand the public's right of access to government records
  • Create an administrative's appeals process if access is denied and 
  • Define what records are and are not "government records" 

Voter Registration

The registration deadline to vote at the next election is 21 days prior to election day. To register to vote you must be:

  • 18 years old by the next election
  • Resident of the county for 30 days before the election
  • United States Citizen

You are not eligible to register to vote if you are serving a sentence or are on parole or probation, as a result of a conviction of an indictable offense under state or federal law or have adjudged mentally incompetent.

Change of Address

You must complete the Voter Registration Form and check the appropriate space for address change. Change of address only applies if you have moved within the county the voter was currently registered. If a voter moves to another county, the voter must register as a new voter.

The changes or new registrations deadline to vote at the next election is 21 days prior to Election Day.

Party Declaration

A registered voter desiring to affiliate with a party or change their party affiliation you must file a Political Affiliation Declaration Form 55 days before an election. Political Party Affiliation Declaration Form or Party Declaration Information is provided by the State Division of Elections.

Vote by Mail

Registered voters can choose to receive official, Mail-in Ballots for the primary, general, or any special elections that occur in a given year. They can also choose to have ballots for all future elections sent to them.

Here’s how it works:

  1. Apply to let the County Clerk know you would like a mail-in ballot.
  2. Once you receive your ballot in the mail, fill it out and choose the candidates you want to vote for.
  3. Return your ballot by sending it through the U.S. Postal Service, placing it in one of the County’s ballot drop boxes, or bringing it to the Board of Elections office.

ADVERTISEMENT AND NOTICE TO BIDDERS

 

 Notice is hereby given that sealed proposals will be received by the Borough of Highland Park for the "SRTS INFRASTRUCTURE AND INTERSECTION IMPROVEMENTS, AND ADA COMPLIANCE” and publicly opened and read aloud at the Borough of Highland Park Municipal Building, 221 South Fifth Avenue, Highland Park, New Jersey 08904 on Thursday, August 20, 2026 at 11:00 a.m. prevailing local time.

Proposals are being solicited through a fair and open process in accordance with N.J.S.A. 19:44A-20.3 et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of language in New Jersey’s Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by N.J.S.A. 19:44A-20.3 et seq. and N.J.S.A. 19:44-20.25 et seq., will not adversely affect your consideration for award.

The project generally consists of the construction of sidewalks and ADA accessible curb ramps at multiple locations within the Borough; all in accordance with the form of proposal, contract and specifications prepared by NV5, Inc. 800 Lanidex Plaza, Suite 300, Parsippany, NJ.

Bids shall be delivered in sealed envelopes to Jennifer Santiago, Borough Clerk, 221 So. 5th Avenue, Highland Park, NJ 08904, bearing the name and address of the Bidder along with the contract name and number on the outside.

Specifications and drawings may be examined or obtained by prospective bidders from the Borough Clerk at 221 So. 5th Avenue, Highland Park or by email at jsantiago@hpboro.com during regular business hours. A non-refundable document fee of $50.00 in the form of a check payable to the Borough of Highland Park shall be required for each set of documents taken out by prospective bidders.

Each bid must be accompanied by a certified check or cash in the amount of not less than ten (10%) percent of the total bid price, but not more than $20,000.00, payable without any conditional endorsement to the Borough of Highland Park, along with a Certificate (Consent of Surety) with Powers of Attorney for the full amount of the bid price from a Surety Company authorized to do business in the State of New Jersey and that said Surety will furnish a Performance and Payment Bond in the amount of 100% of the successful bidders contract.

The Borough reserves the right to increase or decrease quantities specified in the manner designated in the Specifications. The Borough reserves the right to award this contract based on funds available.

All bidders are required to be registered with the New Jersey Department of Labor if they elect to bid public works projects. The bidder shall be required to comply with “The Public Works Contractor Registration Act” (N.J.S.A. 34:11- 56.48), as identified in Section B – Instruction to Bidders paragraph B3.13 and in the Appendix of the Specifications and Contract Documents. All Contractors and Subcontractors working on prevailing wage projects, which have a public building component, must attach a certificate of registration from the Department of Labor, to all bids.

All bidders are required to submit “Proof of Business Registration” to the contracting agency if they elect to bid public works projects. Proof of business registration shall be a copy of a Business Registration Certificate issued by the Department of the Treasury, Division of Revenue. The bidder shall be required to comply with business registration provisions of N.J.S.A. 52:33-44 (P.L. 2004, C.57), as identified in Section B-Instruction to Bidders paragraph B3.14 and in the Appendix of the specifications and Contract Documents. All Contractors and Subcontractors working on public work projects must attach a Business Registration Certificate to all bids.

The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the laws of 1963, effective January 1, 1964.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, all requirements of the State of New Jersey Worker Health and Safety Act (N.J.A.C. 12:110 et seq.) as amended and the United States Occupational Safety and Health Act (OSHA) (29 CFR 1910), as amended with regard to worker and jobsite safety.

No bidder may withdraw his bid for a period of sixty (60) days after the date set for the opening thereof. The successful bidder will be required to furnish a surety company bond in the full amount of contract price indemnifying the Borough of Highland Park, New Jersey, for all proceedings, suits or actions of any kind of description and conditional for the faithful performance of the work.
All bid security will be returned to all Bidders except the three (3) apparent lowest bidders within ten (10) working days after the opening of bids, and to the three (3) apparent lowest Bidders within three (3) working days after the successful Bidder has executed the Contract and his Contract security has been approved by the Borough.
The award shall be subject to the approval of the New Jersey Department of Transportation.

Bidders are advised that the capital improvements are funded by the Federal “Safe Routes to School” program as administered by the New Jersey Department of Transportation, and the successful bidder will be required to fully comply with the applicable current "New Jersey Department of Transportation Standard Specifications for Road and Bridge Construction" if, and as amended or supplemented by the contract documents.

The Borough reserves the right to reject any or all bids if in its opinion it is in the best interest to do so and to award the contract for any and/or all items.
