The Borough of Highland Park is requesting proposals for the services of a Construction Management Consultant to provide Construction Management and Inspection Services for the 2016 Safe Routes to School Project – Phase I Intersection Safety Improvements.
The Request for Proposal (RFP) is available at the offices of the Borough of Highland Park, 221 South 5th Avenue, Highland Park, New Jersey 08904, and may be inspected and/or obtained by prospective respondents during regular business hours (Monday, Wednesday, Thursday 8AM-4PM; Tuesday 8AM-6PM and Friday 8AM-1PM). All proposals must be received prior to 11:00 a.m., prevailing time on Thursday, February 26, 2026. The Borough will not be responsible for late submissions and no proposals will be accepted after the time stipulated in this notice.
This Request for Proposals (RFP) is official notification of needed professional services. This RFP is being issued to solicit a letter of Interest (LOI) and other documents from firms qualified to perform engineering work on federal aid projects. A submittal does not guarantee that the firm will be contracted to perform any services but only serves notice that that firm desires to be considered.

This project involves Federal funding participation. The Borough will conform to the procurement requirements by “Competitive Proposal Method” under the Brooks Act and Federal Policy Guide 23 CFR 172A. The selection of a consultant must result from negotiations that utilize a qualification based selection process. The process and any resulting contract must first be reviewed by the Department of Transportation prior to use or execution.
