Borough of Highland Park, Middlesex County, New Jersey
Sealed Proposals for the “JANITORIAL SERVICES 2026-2027” will be received by the Borough of Highland Park in the Council Chambers at the Municipal Building, 221 S. Fifth Ave., Highland Park, New Jersey on Wednesday, February 18, 2026, at 11:00 A.M. prevailing time, at which time and place they will be publicly opened and read aloud. No Proposals will be accepted after said hour.
The contract includes the cleaning and janitorial services of six (6) Borough buildings. A pre-bid walkthrough of the facilities is scheduled for February 4, 2026 at 9:00 AM at Borough Hall, 221 S. Fifth Ave, Highland Park, NJ 08904.
Copies of the Contract Documents may be obtained between the hours of 8:00 A.M. and 4:00 P.M. on Mondays, Wednesdays and Thursdays, 8:00 A.M. and 6:00 P.M. on Tuesdays, and 8:00 A.M. and 1:00 P.M. on Fridays beginning on Friday, January 16, 2026, at the Borough of Highland Park’s Clerk’s Office, Municipal Building, 221 S. There is no charge for the Contract Documents. The Borough will only package contract documents upon receipt of payment and a postage paid return address mail package. The Borough will not be held responsible for contract documents purchased via courier service.
Proposals shall be made on the forms provided and made part of the Contract Documents, which shall be submitted intact. A certified check or cashier's check made payable to the order of the Borough of Highland Park, or a duly executed Bid Bond, in the amount of 10 percent of each bid, but in no case in excess of $20,000.00 must be deposited by the Bidder together with a Surety Consent evidencing that he can obtain the required Performance Bond. The successful Bidder shall be required to deliver to the Borough an executed Performance Bond of a responsible indemnity company authorized to do business in the State of New Jersey.
Bidders must comply with the following New Jersey State Statutes:
P.L. 1975, C.127 (N.J.A.C. 17:27) Affirmative Action Program;
P.L. 1977, C. 33 Statement of Ownership;
N.J.S.A. 40A:11-18 American Goods and Products to be Used Where Possible;
P.L. 2004, C57 (N.J.S.A.34:11-56.48) Public Works Contractor Registration;
P.L. 2004, Chapter 57 Business Registration of Public Contractors;
Non-Collusion Affidavit; Qualifications Statements.
Proposals must be placed in sealed envelopes and delivered to the Borough of Highland Park’s Clerks Office, 221 S. Fifth Ave., Highland Park, New Jersey 08904, with the proposal description and the name and address of the Bidder marked clearly on the outside of the envelope.
The Borough of Highland Park reserves the right to reject any and all proposals or to waive any minor informalities or irregularities in the proposal received and to accept the proposal which is in the best interest of the Borough.
